Platform admin: course tools organiser

A tool for the platform admin to be able to easily control the appearanceof tools on the course homepage: define which tools should be visible/invisible by default, hide some tools because they do not make sense in the current platform (e.g. if you don't have a streaming server, don't show the online conference module). Also the ability to alter the current (not just the default) visibility settings for a tool, e.g. (de-)activate the course description module for all existing courses.
