Dokeos grew out of experience with inflexible non-free tools. The developers looked at several existing tools to build a better alternative. Dokeos was first created by Thomas De Praetere in 1998-1999.

In the following years the project began to attract more national and international attention. Since then many developers have come to Dokeos. The Dokeos company alone pays about 4 developers; there are developers in countries around the world. The following is a non-exhaustive list.

Dokeos is not just "made by developers". It is also made by trainers, users, testers and e-learning experts.
